Municipal Administration and Finance Diploma
The Muhanna Foundation, in collaboration with CE@LAU, launched The Municipal Administration & Finance Diploma Program (MAFD). This Diploma Program is the first of its kind in the Middle East. It works toward building capacity in various municipal institutions across Lebanon. Proper financial and administrative training along with key governance and strategic insight on municipal work contribute to the introduction of such modern financial administrative tools and provide ways to finance projects and programs. MAFD empowers municipalities to directly access capital markets.
Over 96 contact-hours, the Diploma Program is held once a week and is comprised of three modules, as follows: General and Legal Frameworks, Administration, and Finance.
- Empower municipalities to fulfill their constitutional obligations through transferring knowledge and experience related to the managerial, financial, developmental, and legal aspects of the municipal work
- Equip municipal employees and council members with the tools and techniques necessary to implement the most effective practices and spread knowledge to nearby municipalities
- Manage resources to accomplish strategic goals and effective financial planning, as well as ensure adherence to laws, regulations, and contractual developmental obligations
